 You can do this in torrc too though - define different methods that use
 the same underlying program.

 I think it's OK to follow tor's lead and just use a static directory. If
 child PTs (of either tor or fog) need to have different state directories
 when run with different options, they can implement this behaviour
 themselves and use different subdirectories underneath
 `TOR_PT_STATE_LOCATION`.
