Comment:

 dgoulet and i discussed this. We decided #13239 was a better way to handle
 this - which is basically preferring canabilization of an existing
 internal circuit over explicitly creating a rend circuit.

 Marking this as a dupe of #13239, but reopen is there's better reasoning
 for preferring this ticket.
