Comment:

 If you set the HeartbeatPeriod too low, (newer versions of) tor will warn
 you on startup, and then set the period to the minimum. It looks like this
 is what has happened here.

 As cypherpunks said, this is intentional, documented behaviour. (It makes
 it far less likely that logs show data which could be used to identify
 individual client sessions, which typically last less than 10 minutes.) It
 also comes with a warning message when set too low.

 I'm not sure there's anything further we can do.
