 Here is my suggestion lightly discussed with arma:

 We create a `tor-research@` mailing list with private archive. Why
 private? Because apparently people in the research world might want to
 explain their idea to Tor without being public so there idea doesn't get
 stolen.

 We find people in Tor that want to volunteer to be on that list which job
 would be the first line and can re-route to some more relevant people or
 reply directly with more advise, etc... (I've already found 3 volunteers
 for this and I'm sure more people loving Tor research would want to be on
 it.)

 We then advertise the list has being "Hey, have neat research or want to
 start doing some, contact us there". One obvious place is of course
 research.tpo.

 Thoughts?
