 This doesn't apply to prop224 because we've removed that delay.

 And for legacy HS, iirc with a discussion I had with asn is that we aren't
 *that* comfortable merging this in the legacy system which could introduce
 bug/instability/... in a system we basically want to go away.

 My take on this is that "yes it should be changed in legacy but do we
 really want to go down there"?
