Oh wait. Even a stopped clock is right 1-2 times per day (depending on
whether it tracks am/pm). In this case, the toggling enthusiast who ran
around opening and closing random tickets a few days ago closed this one
correctly: we do indeed have a writeup of this process. (see links above)
