There's a complicated solution here:
1.) Keep track at the level of the number of bytes that go out as cells
before the channel layer by cause (relay vs. local client vs. hidden
service)
2.) Calculate proportions and apply them to the raw numbers that go over
the wire so we only report the amortized number of bytes due to relay
activity
This is probably too complicated to be worth it. We should deprecate this
and warn in the log file if we're running a relay and a hidden service.
Since this is easy, let's keep it in 0.2.6.
