 While we are upgrading our toolchain to use a newer mingw-w64 commit and a
 newer OS X SDK we should bump our GCC version to 5.1.0 and binutils to
 2.25 as well. Especially the GCC upgrade is worthwhile as it contains one
 of skruffy's upstreamed patches and allows us to play with Intel's MPX and
 avoids using a different compiler for the hardened builds (assuming we
 want to have the latest and greatest one for the latter).
