 Now here's the mystery. I attached moria1's vote cutoffs from each hour
 over the past while. The tk threshold goes up by roughly an hour, every
 hour. It never goes down. How could this be? Shouldn't it be going up and
 down, depending on which relays are 'active' at the time?
