 This is the safer approach.

 I tried provoking the bug again, but adding a log message every time we
 are about to call UPDATE_NETWORKSTATUS_DOWNLOADS from main.c.  I saw:

 So there's a clue that we should be calling
 update_networkstatus_downloads() in response to getting new bridge
 descriptors if we don't have a fresh networkstatus.
