 Yes, the overall value can be negative.  This also makes more sense than,
 for example, truncating the result at zero, because it ensures that the
 average noise added over time is zero.  How about we add another sentence
 to the end of the `"hidserv-rend-relayed-cells"` spec paragraph that says:
 "Note that the overall reported value can be negative."?
