 sbws runs loops of subsets of "prioritized" relays, the ones with older
 measurements are measured first.
 Currently these subsets are around 300 relays and takes around 30 hours to
 theoretically measure all the network.
 Is it possible that there are relays not being measured?. We might know
 after #28547 is implemented.
 It would be at least simpler to have loops that just measure all the
 relays in the consensus.
