Comment:

 - Tor Browser always starts in private browsing mode (unless you altered
 that, which is not recommended)
 - When in PB mode, persistent web local storage/data is not kept between
 sessions (and should be memory only)
 - Additionally, site permissions (which is where your cookie exception
 would be stored) are not kept: they too are memory only. Tor Browser
 explicitly sets the hidden pref `permissions.memory_only` to true

 Going to about:preferences#privacy , under the `Cookies and Site Data`
 section, there is an information panel which says (emphasis mine)

 > In permanent private browsing mode, cookies and site data **will always
 be cleared** when Tor Browser is closed.

 This is all by design
