[tor-bugs] #3322 [Tor Bridge]: We don't retry our bridges if we have an unconfigured bridge that's up

#3322: We don't retry our bridges if we have an unconfigured bridge that's up
------------------------+---------------------------------------------------
 Reporter: arma | Owner:
     Type: defect | Status: new
Priority: normal | Milestone: Tor: 0.2.2.x-final
Component: Tor Bridge | Version:
 Keywords: | Parent:
   Points: | Actualpoints:
------------------------+---------------------------------------------------
If we start with a bridge X but then setconf to bridge Y, and then Y fails
a circuit at the first hop, we mark Y down. When we get a new stream, we
should be optimistically retrying our bridges, but we're not because X is
 still up.
