 Also, the way the bandwidth authorites work is to group nodes with similar
 values for the ratio (consensus_bw / descriptor_bw) for measurement
 together in 2 hop paths. So if we set this to like 50 for unmeasured
 nodes, they will currently get grouped with the slowest measured nodes on
 the network. That might be a hard sinkhole to get out of.

 We could just hack the bw auths to treat this "50" value special, or
 something... But then how do we tell real 50 from "you're not measured"
 50?
