While working on #11699, brade and I noticed that some Tor Launcher
translations only have a few translated strings. For the DTD files, most
of the strings are "" or they contain the English text; within the
properties files everything is commented out.
For example:

There appears to be a perfectly good Polish translation under pl (instead
of pl_PL). On Transifex, I only see one Polish translation (pl), probably
the good one.
Locales that seem to have this problem:
ca-ES, ca@valencia, ms, pl-PL, sv-SE, zh-CN.GB2312, zh
Should these locales just be removed from translation.git and tor-
launcher.git? Where did they come from?
