 To generate a PDF, the [https://gitorious.org/projectmallard/mal2latex
 mallard2latex] converter should be investigated. It would be better than
 requiring an external application.

 I doesn't appear to me that PDF significantly address the threat model
 that has been described earlier. If a PDF contains a link to an external
 website, clicking on that link will open the system browser. We could make
 all external links inactive, but then we could do the same when generating
 HTMLâ

 Anyway, I'd rather continue discussing options when the manual is thicker
 and we can actually try stuff.
