 Indeed... that is true. Probably the current approach is fine and should
 cover the majority of issues. And ultimately it will get fixed after a
 while at the next consensus.

 Detecting non-live to live is a PITA... I think our best bet is probably
 what you did which is to readjust everything on clock jump regardless of
 what we think we have or not. Safe.
