 This involves implementing an OONIProbe test that takes as input the
 payload to be sent in a TCP packet payload.

 The second iteration of this test can be to give it a series of client-
 server packet exchanges and have it repeat them until censorship occurs,
 like what daphn3 does, but without the mutation.
