Comment (by Dhalgren):

 Reviewed the prospective patch and see issues:

 1) appears settings override ones present in resolv.conf; if options are
 set in resolv.conf these should take precedence

 2) recommend incorporating recent commentary from above:  when one
 resolver present and no explicit setting in resolv.conf, set `attempts:3`
 in light of comment:55 or at a minimum `attempts:2` due to reality that
 `named` might be present and `attempts:1` will eliminate retries in that
 scenario
