 Hm, yes. I did the restricted guard selection set to guarantee that it
 won't apply to people who have pinned a single entry guard or something.
 Checking the number of filtered guards in that case could make sense. We
 could check the number of filtered guards against
 `TOO_FEW_BRIDGES_FOR_MD_RESTRICTION` (and maybe rename it appropriately).
