 Huh. From looking at the libevent code, I believe this can happen if the
 nameserver gives us (for example) an A record or an AAAA record of length
 zero.  If that's the case, it's not a tor bug, and we probably shouldn't
 freak out about it.

 Will nameservers do that sometimes?

 If so, I think the right response here is to downgrade the warning.  My
 branch `ticket24097_032` takes that approach.
