Comment:

 I have created child ticket #4180 to use the existing python code to pre-
 process the data, and to move the statistics part to R.

 I am also grabbing ownership of this ticket.

 I have changed the Component to Metrics Utilities because I intend this
 project to grow into a utility maintained over time rather than a one-off.
