 Thanks, it reveals this:
 RelayBandwidthBurst 131072
 RelayBandwidthRate 65536
 which probably explains it. I'll drop it to about 55000 and 65000
 respectively.

 On a side note, is this correct for http & https websites?
 ExitPolicy accept *:80,accept *:443,reject *:*

 I assume there's no way to separate HTTP downloads from browsing.
