POP3 fetches (every 5-15 minutes) or keep an idle IMAP connection open to
the mail server. Both would be considered active uses of Tor, or am I
 missing something here?

Automatic fetching of email at startup and after the (default) interval of
ten minutes is disabled by TorBirdy (#6336, #6337). IDLE is also disabled,
because of the same reasons. This is covered in the
 [wiki:torbirdy/preferences#a-Selectlastaccessedmailfolderonstartup
 documentation].
