 You might like the DisableNetwork torrc option (which the controller can
 set and unset)?

 That works if the controller can magically discern network state (like
 apparently is possible on Android).

 But you're right that in general, Tor only notices that the network has
 changed by continuing to try to interact with it (see the various places
 that call ip_address_changed()) and in some cases it could leak something
 from its previous network behavior onto the new network while doing that.
