 For the new sbws bandwidth scanner, we need to have a 1GiB file of random
 data placed on the fastly CDN in the same place as the other torflow
 bwauth files (https://cdn-fastly.torproject.org/.bwauth). It can be
 created in this way:

 head -c $((1024*1024*1024)) /dev/urandom > 1GiB
