 This is actually wrong.

 However, TorCtl.Connection.close() is not safe to call, because
 occasionally a thread will not die and prevent bwauthority_child.py from
 exiting; thereby stalling the scanner indefinitely. See: #3834

 This fix should -not- be used until TorCtl.Connection.close() is safe to
 call.
