#3945: tbb's socksport auto confuses windows users who try to use other apps

Comment(by erinn):

 Although I would like to have standard behavior across bundles, I think
 that Windows users would strongly prefer the old behavior (9050) and Linux
 users would strongly prefer the current auto version. Linux users often
 complained about TBB not being able to start, because they were already
 running system tors. Windows users almost never do that and in the one
 case where someone was also running a relay, he would use the previous
 Windows TBB behavior and connect to his existing tor process with a
 password. I don't have any solid idea about OSX users -- I personally
 prefer auto, but I am in the position of being able to make whatever kind
 of TBB I want for myself, so my opinion shouldn't count for much. We
 should try to gather more data about them, but I haven't heard any
 feedback (positive or negative) from OSX users about this feature.
