 Vidalia and Tor were working fine for the past two weeks; suddenly today I
 got the error: "Vidalia was unable to connect to Tor. (Connection refused
 by peer.)

 When I open the log, I get no warnings.  Full log shows:

 experimental software. Do not rely on it for strong anonymity. (Running on
 Windows 7 Service Pack 1 [workstation])

 circuit is too slow to use after waiting 7 seconds.

 looks like version 0.9.8m or later; I will try SSL_OP to enable
 renegotiation

 Sep 07 19:27:24.094 [Notice] Tor has successfully opened a circuit. Looks
 like client functionality is working.

 Sep 07 19:27:24.094 [Notice] Bootstrapped 100%: Done.

 I made no changes to my settings or network configuration, no changes or
 updates to my OS (Running Windows 7x64) or software/hardware
 configuration.  Basically, from a user-perspective, I made NO changes.
