 An aside:

 Is there a reason to make this a specific feature of Tor2web mode?  Why
 not just call it "Tor2webRendezvousPoints" which works just like ExitNodes
 ?  Then if a user wants to set herself as the sole entry in
 RendezvousPoints that her liability.
