 This bug is the root cause of relays trying and failing to connect to the
 backwards IP addresses of other relays, where there may or may not be
 something listening. It should be fixed fully.

 Also, some hidden service operators would want to apply the server-side
 fix regardless, leaving them in a much smaller crowd than if everyone had
 it.
