 Orbot uses Tor's DisableNetwork feature to turn off use of the network
 when it wants to save battery. In fact, some people might even use it as a
 security feature to avoid touching the network at certain times.

 But Yawning tells me that when Tor sets DisableNetwork to 1, nobody tells
 the pluggable transports to go quiet. Or turn things back on when
 DisableNetwork goes back to 0.
