 The browser will not let me click and drag it around the screen. It just
 stays stationary in one spot. I can click the green button to maxmize the
 screen but it will not let me move the window at all or resize the window
 in any way. This happened after updating to sierra. I have tried
 completely uninstalling and reinstalling. I have also tried installing
 6.5b3 but that version will not work at all.
