I'm not sure why, but it's only in tor-experimental-0.4.0.x-stretch.

Try:

deb https://deb.torproject.org/torproject.org stretch main
deb-src https://deb.torproject.org/torproject.org stretch main
deb https://deb.torproject.org/torproject.org tor-experimental-0.4.0.x-stretch main
deb-src https://deb.torproject.org/torproject.org tor-experimental-0.4.0.x-stretch main


If you add tor-experimental-0.4.0.x-stretch, then you will upgrade to
0.4.0 now.

If you keep the stretch line, you will automatically stay with the latest
version, even when tor-experimental-0.4.0.x-stretch goes away.

We haven't updated the tor versions on this web page, either.
But we'll get there:
