They have different tiers, but even their $10/month plan meet your criteria. They give you a Xeon-class CPU and a 1 Gbits link, but there's a clause about reasonable use, so typically it's best to keep it under 100 Mbits unless you buy a higher tier. Servers are in CA and UK.
