Yes. I have downloaded the tor expert bundle from torproject.org, and notice it does not come with a torrc file. I am wondering what a good way to generate one would be. As in, I wonder what a good way to configure the tor expert bundle to generate a torrc file to generate a torrc file that could input the relay settings

is inherently prone to difficulties.

The crux is; you can download a tor binary from the torproject.org
website and run it through cmd.exe. ("Command Prompt")

Windows doesn't ship with any OpenPGP implementation by default (AFAIK),
so verifying the signature will be a bit of a pain. You could use a
Windows OpenPGP implementation. E.g. Gpg4win, wingpg. But the issue is;
how do you then verify the trust of that binary. You get the idea.
Or, you can run the Windows Subsystem for Linux. (WSL) which will give
you something close to a gnu/linux runtime on Windows.
