Details:

This patch adds a -s option which speeds up the game round until the provided
cycle number.  The speedup only applies to the first round.  It also fixes a
long being parsed as an int.  

-s is useful as a way to jump to a replay point from a terminal, give the AI a
head start, or run an extremely fast AI-only game.  

This patch file was created after applying cmd-line-speed-fix.patch to
revision 10232.
