Follow-up Comment #1:

Old SDL1 contains a copy of glext.h which conflicts with the one delivered by
the new Mesa. That's actually an issue in the distribution. See for example
https://github.com/Wargus/stratagus/issues/241 and the patch they used:
https://src.fedoraproject.org/rpms/SDL/raw/master/f/SDL-1.2.15-Use-system-glext.h.patch

For the build dependencies, did you follow the explanations in
doc/install.html ?
