Updates to pages and policy comments requested

Hi all, (good morning!)

I have just finished updating pages - main and Victoria. Main includes
announcement about working bee, WA pages and database.

For the Vic pages - I have added a discussion starter around policy issues
and the pilot training/placement scheme...please check these out and let me
know your thoughts. Anyone can comment (doesn't matter where you are
