Plowshares is part of the Seeds of Resistance campaign. The reason
you don't see the campaign name in CoMET is that it's only needed
in the very first mission of a campaign.

In theory, a mission could even be part of multiple campaigns. Of
course, that would mean that all missions after that one would be
the same as well, so whether that actually makes sense is debatable ;-)
