[f-cpu] QDCPOC2 - the return of the bug

hi,

due to the numerous "flaws" and "overlooked details"
that were discovered these last days, i see that 
patching the QDCPOC would be too heavy. so i currently
rewrite and reorganise it under a new name, because
it is a good occasion to change more things. Clocking,
variable naming, file organisation, everything will be
even more similar to a VHDL source (in the structure).
It will make rewriting even more easier.

But everything is still to be done...
