A timer counting cycles from start of CPU is very useful for profiling (how long 
does that function really take ?) And profiling is neccessary for optimisation, 
because you want to concentrate efforts on the hot spots.
Also precision timekeeping (NTP) needs this cycle counter to interpolate time 
between timer interrupts.
