[f-cpu] front page change

hi,

i have succeeded in hacking the PHP page and
decided that it is good enough to put it as a front page :
http://f-cpu.seul.org/

there are still enhancements to come but it's already
much better than a dumb README.txt at the bottom
of a directory listing.

Concerning the wiki, i fail to make it record page changes.
this is not a high priority thing, though.
