so that loadconsx.4 == loadcons.4
and loadconsx.0 sign extends the value to 64 bits ?
And loadconsx.1 leaves 16 LSB, sets bit16...31 and
copies 31 do 31...63 ?

Btw will be partial writes solved whe you do
loadconsx.0 $0xffff
loadcons.1 $0

for example ?
