(FC-Devel) Repository OCD changed

Hi, everybody!

I've changed the Repository OCD, incorporating results of discussion held
here couple weeks ago.

Changes include:
- dependencies are managed between software models and software model
  parts
- no concurrent operations on the same software model
- shall not delete version branch
- repository (server) access only necessary for version management
  functions

If there will be no major changes, I'll proceed to use cases.
