(FC-Devel) Voting update

Just an update to voting process.  I have summarized the
votes received via email and the mailing list.  The
preliminary results are below.

As per comments I have received, GPL is to be applied to all
FreeCASE programs/components, except designated and complete
interface libraries which will be LGPL'd.  You have have
until 11:59 pm EST tonight to make last minute votes.  If
you think I missed you, send it again.  I'm only counting
registered members' votes.
