Updated introduction. Included subsection on chosen ciphertext collisions.
Gave definition, observation of Wagner, independence from semantic security.
In the middle of proving RSA-OAEP strongly ciphertext collision resistant.
The case where we care about the same public key is straightforward 
(although I still need to put in the details)
the case where we allow the adversary to look for different public keys
which collide is not so straightforward. In particular, the notion of

resistance I have now allows the adversary to pick both public keys 
in E_pk(r,M) = E_pk'(r',M') - this may be more than we need since one
of the pk's belongs to someone else. well, we'll see what we can prove.
