First batch of files for the comm module :

Nothing is in these files just yet. Just mapping out the code. 

API contains Mike's API 

CONTENTS describes everything in some detail

comm.h is header file
comm.c has main()
get_available.c does directory synchronization 
handle_db.c  does key lookups
handle_haven.c does IPC
broadcast.c does broadcast
send.c handles sending one message to one node
receive.c polls incoming message queue for new messages
statistics.c gathers and exports stats 
msg_queue.c implements a message queue (if we want one)
