Log Message:
Made most of Roger's suggested changes.  Left some comments in to
further consider, such as relating certain micropayment schemes to
p2p systems earlier.  

Completely rewrote economic section.  Rewrote several paragraphs
in accountability slider section.

These partially addressed Roger's ending question about data flooding,
not only query flooding, but still need to further consider his 
ending comments.

Also might wish to rewrite blinding explanation.
